The American version of a Milky Way Bar is a chocolate nougat base with a thin layer of caramel on top, with the whole thing coated in milk chocolate.
The international version has whipped vanilla and slightly malted milk flavoured nougat. The nougat is also somewhat lighter in colour than the nougat in American Milky Way Bars. There is no layer of caramel and the bar is coated in milk chocolate.

History Notes
Milky Way Bars were invented in 1923 by Franklin Mars, with chocolate supplied by Hershey’s. Franklin wanted to create a chocolate bar that captured the tasted of the malted milk drinks you could get at soda fountains.
International Milky Way Bars are said to be closer in taste to the original concept.
