Start some salted water boiling for your pasta, and when ready, toss in your dried pasta to cook (will take about 10 to 12 minutes to cook.)
Meanwhile, heat the olive oil in a skillet, and gently fry crushed dried chiles and crushed garlic (not letting them brown.)
Chop the parsley -- about a couple of tablespoons full of chopped parsley per person.
When the pasta is cooked, drain it. Toss with the chiles and garlic (including the oil) and the parsley, and serve topped with grated or shaved parmesan.
