Plugrá is a brand name of butter.
Butter made in North America has to have a minimum 80% butterfat, and almost all have just that, the minimum amount required by law. Plugrá Butter has 82% butterfat, and has 10% less water in it than regular butter.
It is available in salted and unsalted versions. You can also get it already clarified, in small jars or large tubs. The clarified version has 99.8% butterfat content.
It is sold to food professionals as Plugrá Butter, and to home consumers as “Keller’s European Butter.”
American cooks swear by it for pastry.
